CONDUCTION OF PUBLIC PROCUREMENT IN REPUBLIC OF BULGARIA – NORMATIVE AND ECONOMIC ASPECTS

Main economic aspects connected with application of public procurement are effectiveness and efficacy in spending public funds, reduction of risk of frauds and corruption, stimulation of competition, decrease of price and increase of quality. In other words, they are manifested in following the principles of the Act for financial management and control in public sector, namely management of public funds to be executed in legitimate, economical, effective and efficient way. In the current paper is offered a review of main principles in assignment of public procurement, cycle of public procurement, as well as market of public procurement in Bulgaria in the contest of the current national legislation after 2020.
