![]() KEY AREAS IN BUILDING A SINGLE EUROPEAN RAILWAY AREA
Borislav Arnaoudov The article analyzes the problems and key areas for development of a single European railway area, to achieve interoperability of the trans-European rail system and the application of scientific and technical progress. Referred to is the need to take new measures to promote the development of efficient rail system of the EU and the creation of attractive, efficient and competitive rail market compared to other modes of transport. Railway undertakings must have the status of independent operators behaving in a commercial manner, tailored to the needs of the market, promoting competition in railway service management and development of the appropriate railway infrastructure. In the final part are the four key areas defining establishing a single European railway area. First District - a single license and a safety certificate valid for the entire EU, which guarantees the performance of business in the Community. Second area - management of the network in an efficient and non-discriminatory manner, ie Both functions of the railway infrastructure and rolling stock management are separated. A third area - competitiveness, innovation, market opening of passenger rail services to new entrants, efficiency of services. Fourth District - availability of skilled and motivated workforce, enhanced dynamic rail industry.
