The actual and controversial issue of public management is raised here. The following thesis is being defended:

- It seems to be perspective to treat the public management as an alternative to the public administration, based on bringing in economic methods and criteria of effectiveness in the contemporary state rule.

- One of the most efficient forms of realization of the public management is related to the conscious seeking and bringing in of innovations; to its turning into enterprise management.
