![]() HDM-4 AS A TOOL FOR FORECASTING INVESTMENTS IN ROADS AND MANAGING THE ROAD INFRASTRUCTURE OF BULGARIA
Dilyana Yulianova Tyufekchieva Hristova The article examines the benefits and effectiveness of performing technical and economic analyses based on the HDM-4 (Highway Development & Management) model, as a tool for forecasting of cash flows and optimal management of investments in road infrastructure. The HDM-4 model is developed by the World Bank and is a decision support tool that can be used to process data of the entire road network and road users’ data, to provide adequate information for long-term management of the road infrastructure and helps optimization of road maintenance and rehabilitation works. As a result, it is expected to improve the development and condition of the road sector and its maintenance, in order to minimize the overall transport user costs and achieve savings for society.
