HDM-4 AS A TOOL FOR FORECASTING INVESTMENTS IN ROADS AND MANAGING THE ROAD INFRASTRUCTURE OF BULGARIA

The article examines the benefits and effectiveness of performing technical and economic analyses based on the HDM-4 (Highway Development & Management) model, as a tool for forecasting of cash flows and optimal management of investments in road infrastructure. The HDM-4 model is developed by the World Bank and is a decision support tool that can be used to process data of the entire road network and road users’ data, to provide adequate information for long-term management of the road infrastructure and helps optimization of road maintenance and rehabilitation works. As a result, it is expected to improve the development and condition of the road sector and its maintenance, in order to minimize the overall transport user costs and achieve savings for society.
