The current strategy aims to present a new approach to surveying, planning and implementing repairs on the road and street network in Bulgaria. It is an integrated process that s the necessary engineering and technical skills in a certain sequence, the implementation of which leads to the accurate planning, prioritization and optimization of the capital investments necessary for ongoing maintenance, repairs and reconstruction of roads and streets. The use of the described strategy gives clear and justified information about the existing operational condition of the road network and can specify the need for road repairs, in quantitative and qualitative measures. This is achieved through previously carried out systematic and in-depth studies of the technical condition of the road surface, by using the method of differential interferometry, analysis of the obtained results and according to specifically set parameters and priorities. As a result, a GIS will be created with a database containing detailed information about the operational information model of the entire municipal road and street network. This information, structured by time periods, about the operational status of the transport infrastructure and given current quantitative and value parameters, would contribute to more effective planning, prioritization and optimization of annual capital investments for repairs on the municipal transport infrastructure.
