The purpose of Regulation (EU) 2021/782 is the development of the Union”s railways and the strengthening of passenger rights. This objective could not be sufficiently achieved by the Member States if they were not given obligations to implement it - non-discrimination between passengers in terms of conditions of carriage, liability of railway undertakings and their obligations to insure passengers and their baggage, the determination and control of standards for the quality of services and the management of risks for the personal security of passengers, the determination of national control authorities, the examination of complaints.
