THE LEGAL REGULATION OF THE EUROPEAN UNION IN THE FIELD OF SECURITY ACTIVITY IN THE TRANSPORTATION OF CARGO BY RAIL TRANSPORT

The article examines the international legal framework and, in particular, the legal framework of the EU in the field of security activities in the transport of goods by rail. the security activity, as an important area of ensuring security in the transportation of dangerous goods by rail in the Republic of Bulgaria. The importance of the Convention on International Carriage by Rail and the Regulations for the International Carriage of Dangerous Goods by Rail (RID), the Convention on the Physical Protection of Nuclear Material, Directive 2008/68/EC of 24 September 2008, Directive 2012/34/EU of European Parliament and of the Council of 21 November 2012 on the establishment of a Single European Railway Area and more specifically Annex II ”Services provided by railway undertakings”, Decision (EU) 2020/2228 of the European Parliaments and of the Council of 23.12.2020 on the European Year of Rail Transport (2021).

The main objectives in the protection of dangerous goods transported by rail were considered - a high level of security and safety, prevention regarding the limitation of risks, organizing and conducting specialized training, preserving the integrity of the property and minimizing the risk during transportation.

Conclusions have been made that the main goal of the legal framework - unified rules and norms for the protection of dangerous goods, which allow improving the security environment in railway transport.
