Most of the 90% of the dam walls in our country are loose and were built in the 60s of the last century. These are facilities designed mainly for irrigation, fish farming and fire protection. Intensive construction of small dams in Bulgaria began in the 50s of last century and for the period up to 1989 in the country were built over 3500 dams. These facilities need to be seen as an important component in the overall infrastructure of the country and to maintain their functional suitability in order to retention and unimpeded conduction of river waters.

The emergency plan is an essential part of the documentation of each dam wall and its facilities. It provides a number of data for the respective reservoir and indicates measures for preparation and implementation of activities in different situations. ”The e-Government Strategy in Bulgaria for the period 2014-2020”,“Updated Strategy for development of e-government in the Republic of Bulgaria 2019 – 2025” are the basis for the introduction of electronic management of information and communication technologies in the country. The purpose of e-government is to achieve effective, efficient and sustainable management of the respective objects and subjects by mastering the information flows and directing them in a certain direction.

The report examines the possibility of applying electronic management in the management of small dams based on the data from the emergency plan.
