![]() ENVIRONMENTAL ACCOUNTING AT EU LEVEL - FROM GREEN ACCOUNTS STRATEGY TO FUNCTIONAL SATELLITE ACCOUNTS IN THE MEMBER STATES
Desislava Yosifova The paper provides a synthesized overview of the main features of satellite accounts for the environment in the context of the System of National Accounts (SNA) and the European System of Accounts (ESA 2010).
The EC presented its first strategy for green accounts in 1994. Since then, and especially in the last 10 years, the Commission (in particular Eurostat) has developed methods for preparing national accounts to an extent that Member States provide regularly an annual base the first sets of economic accounts for the environment. The most common are: - accounts for the physical flows of emissions into the air (including greenhouse gases), - accounts for environmental expenditure and taxes, in monetary terms. The system for ecological economic accounting (SEEA 2003), consisting of integrated satellite economic accounts for the environment, is a detailed accounting framework for reporting of the environment and its interactions with the economy.
