The development of passenger transport by railway is extremely important for the normal functioning of civil society in the Republic of Bulgaria. Over the past decades, the renewal and development of rail transport have been neglected and this has exacerbated the problems in this area. The funds that the state invested in the system were mainly used to repay the debts of the Bulgarian State Railways (BSR). At some point, these debts had exceeded 800 ml. BGN /.

No funds were allocated for the renewal of rolling stock, as a result of which the existing one reached critical levels of operational condition. The need for faster construction of the Pan - European Corridor VIII raised many issues, one of the main ones being the renewal of rolling stock. The management of BSR - Passenger Transport LTD signed contracts with three institutions of higher education to develop a project for ”PURCHASE OF NEW ROLLING STOCK FOR THE NEEDS OF BSR”. This project had to justify the number and basic parameters of modern passenger trains to be purchased for the needs of BSR - Passenger Transport Ltd.
