ANALYSIS OF THE EUROPEAN RAILWAY EFFICIENCY REPORT (RPI 2017), INTENTIONAL USE, QUALITY OF SERVICE AND SAFETY
Simeon Ananiev Ananiev The share of rail transport in 2016 is 17.4% of total EU transport, lower than the previous year (-0.9%). The systematic analysis of the European Railway Efficiency Report provides a comparison of European rail operations, taking into account the three main components of rail performance: Intensity of use, Quality of service and Safety. This model allows isolation of factors that lead to high productivity. Based on the analysis, 3 main trends are outlined:
Large rail systems show signs of a sluggish decline in productivity. - Changes in safety and quality have the greatest impact - The higher public price is corrected by improving efficiency The transparent structure of subsidies, when given directly to the infrastructure manager, and not distributed amongst many companies operating on trains, corresponds to a more efficient rail system.
