A CRITICAL ANALYSIS OF THE MODEL FOR RAIL TRANSPORT QUALITY IN EUROPE ”THE 2017 EUROPEAN RAILWAY PERFORMANCE INDEX”

Ivan Petkov

”The 2017 European Railway Performance Index” is one of the most widely used models for assessing the quality of rail transport, but not at the expense of its weaknesses. The index has three main sections, intensity of use, safety, and quality of service. The analysis of the Boston Consultative Group on Railways Representation in Europe divides the countries into three groups depending on the performance of the different criteria. Public expenditure is not directly d in the statistical model of the European Railway Performance Index, so it is not possible to determine the mathematical burden on the three main elements that make up it. This allows countries such as Denmark that have increased public transport costs to climb the ranking unrealistically. It is difficult to assume that Denmark with no high-speed trains and a low electrification rate has a better benchmark rail system in this mode of transport, such as Germany and France. Index `` has flaws in the scope of some EU member states such as Estonia, Croatia and Greece. In the section of the safety index, incidents of train kilometers these incidents with victims. Therefore the same thing is counted twice.
