This article analyzes some of the causes the problems of companies for international freight road transport and examines the possibility of increasing the companies’ efficiency through the developed methodology and expert system for the reservation, decentralized receipt and control of transport permits.

An analysis of the structure and cost of these businesses shows that it is possible to find reserves to reduce the cost of obtaining and developing transport documents (bills of lading, insurance, customs documents, transport permits, etc.).

This article presents the structure of the system, the purpose and mode of operation of the modules from which it is built, the problems it solves and the effect of its use.

The advantages of using the system are: improving the operational management of the permit granting process, placing all carriers under the same conditions, providing the possibility of consultation by control bodies, reducing service times and the cost of obtaining transport permits, assistance and accelerating the decision-making process by the expert and releasing him from routine activities.
