Every year the number of vehicles in cities increases leading to congestions and decisions on reconstruction of certain intersections. To reduce congestions and waiting at intersections, a new Annex 28 to Ordinance 17 of Traffic Control depending on the ways of vehicle flow monitoring was adopted. The paper presents a classification of methods to manage signalized intersections and the stages necessary to go through with intersection regulation according to the accepted Annex. A study on the degree of saturation of a particular intersection has been made for three specific time periods and with determining the traffic lights indications, it has been established that:

- there are no clear rules of determining the number of phases of traffic lights indications,

- the formula of determining the cycle duration cannot be used with a high degree of saturation of intersections.

To reduce the contradictions in applying the Ordinance, a proposal to modify one of articles in Annex 28 and a plan how to clear inaccuracies in the ”Methodology of determining the duration of the intermediate times, transitional intervals, permission signals and the cycle” are given.
