ПОДХОДИ ЗА ОЦЕНКА И ИНТЕРНАЛИЗИРАНЕ НА ВЪНШНИТЕ РАЗХОДИ, ПРИЧИНЕНИ ОТ ЗАДРЪСТВАНИЯ
Христина Николова В доклада се предлага методологическа рамка за икономическа и социална оценка на външните разходи, причинени от транспортни задръствания на национално ниво, като се използва подходът на интернализация. Предложената рамка добавя към съществуващата теория някои нови гледни точки, основани на холистичен социално-икономически подход, като се вземат предвид съществуващите методологии за оценка на външните разходи за транспорт. Тя гарантира прозрачност и дава възможност за правилна обосновка на ефективни мерки за намаляване и ограничаване на задръстванията, като по този начин се гарантира устойчиво и ефективно развитие на транспортната система. Прилагането на подхода е емпирично тествано и на тази основа е направено предложение за използване на резултатите от анализите за целите на приоритизирането политическите мерки за устойчиво развитие, основани на потенциални икономии за обществото.
