ROAD SAFETY MANAGEMENT PROCEDURES - TARGETED AND PERIODIC ROAD SAFETY INSPECTIONS. COMPARATIVE ANALYSIS

The Road Safety Policy focuses on the long-term vision zero to eliminate all traffic fatalities and severe injuries from road traffic accidents. Efforts are being made and increasing public resources are being committed to counteracting road traffic injuries. Completely eliminating the risk of road accidents is an unrealistic goal, but the severe consequences of road accidents are preventable. This is directly influenced by the quality of the road infrastructure, the general condition of the vehicle, the behavior of road users, and timely and adequate rescue assistance, including non-medical assistance. The regulatory framework related to road safety and the effectiveness of control activities in the different areas of road safety also have an important influence. The impact on factors must be complex, simultaneous and permanent.

Roads in use are among the biggest challenges to achieving high levels of road safety. The road safety risk management procedures for these roads are road safety inspections. They are implemented to ensure safe and efficient road infrastructure that meets regulatory ments by identifying problematic road sections, detecting, analysing and systemising weaknesses and deficiencies on the routes.

The report aims to compare and analyse focused and periodic road safety inspection in the context of the differences in objectives, methods and, above all, results of the two procedures.

Conclusions are drawn on the character, field of application and strengths of each inspection. On this basis, the effectiveness of combining the two procedures in achieving timely response, prevention, optimal allocation of resources and, as a result, an increased level of road safety for all road users is concluded. The combined approach can be an, valuable tool for strategic planning and improving road safety in the long term.
